Technically, you can get EB-1 or EB-2 without having an H-1B. In practice, it is much more common to go H-1B -> EB-2. EB-1 is probably doable for CS PhD but still very uncommon.

Whether IQ exists or not, students definitely self-select for their mathematical aptitude when choosing the "scientific" track. Also you said there is a minimal math grades cutoff. Math grades have high correlation with IQ test results.

I do not want to discuss race/national IQ differences, this is a sensitive topic and does not really belong here. I am quite sure individual IQ differences are not controversial though and cannot be "dwarfed" by good educational processes.

I am sure most people in New York do it too (read a book, play games, not worry about pickpockets). Most New York trains are not really crowded at rush hour, with the exception of Lexington avenue line.

I believe the trains are still very crowded at rush hour. People get used to that because driving is not an option and it is socially acceptable for everyone to take the subway.
