Pure speculation on my part, but it sounds like an organizational case of ADHD or Magpie driven development. A new project is started and everyone jumps ship before it is ready, leaving some other team to come in and continue before jumping

I think it might be a case of someone testing the delivery/ordering software in production with real data instead of dummy data? That would explain why it went on for years. The test data won't be updated quickly and no one would
