My interpretation is that he phrased it like that because he sees Ukraine surrendering as the most likely scenario. Not to put blame or responsibility on Ukraine.

That doesn't follow at all. You should defend using fortifications, military structures etc... Surely you shouldn't endanger your own civilian population? Using hospitals or schools turns them into legitimate targets for the enemy

It's a Java backend using Spring Boot, and all the data is stored into Elasticsearch. And then there's just a small Python script that collects the data from the Telegram APIs (couldn't manage to do it with Java).

I've always loved genetic algorithms and similar ideas. Unfortunately, as you said, they are not that common now unless maybe in some niche use cases. It's very fun to use them for a weekend project, though.
