I don't know why this got down-voted exactly, but it's unfortunately accurate in that an hospital/school can become a legitimate military target if it's used militarily.
Also, in response to:

The report clearly states:

- hunglee2 4y agothank for you the pressing the case. My assessment of this report is that it shows two possibilities - Ukraine are deliberately endangering their own population, perhaps to incur PR benefit should a Russian strike be successful, or applying practical considerations which we can only speculate upon - easier to deploy from location rather than 'densely wooded' areas, for example. Either way, my basic position is that this is likely to be a reluctant decision, forced upon the Ukrainians by an uneven contest.
- cudgy 4y agoIf a country is at the point of sacrificing its own civilians as shields to protect their soldiers, they should consider that they have already lost the battle and should consider negotiations and/or surrender.
- hunglee2 4y agoperhaps this has already been considered. Indeed, prior to war, there were different factions on Ukraine who worked hard to avoid this circumstance, perhaps in anticipation of the sacrifices that would be asked of the people. However, people in formal control may not actually be in control
- genman 4y agoWhat a nonsense of misinformation. Nothing like this is happening. What Amnesty International describes are civilians who have ignored evacuation orders. It looks like you are here to spread lies.
