They seem to be identifying and banning active bots. I don't think they worry about fake accounts that just sit around and follow others without generating a lot of tweets.

An iteration with huge improvement. Would you say if Google wouldn't have happened, we would be fine searching on Yahoo, Altavista and Lycos? And webmail would be fine and dandy with Yahoo Mail and Hotmail if there was no Gmail?

I am from India, have a server with them and was not asked for any documentation. May be it is a recent change. Given that you pay for the server in advance, a VPS is essentially zero risk for them. I am also surprised by this requirement.
