Outsourcing your moral decisions to the legal system seems a lot more dubious to me. I don't think you can claim a coherent moral philosophy when the morality of an action depends on the legal jurisdiction you happen to be standing in.

I would attribute it to democracy. It's very hard to sell war to an electorate unless you can persuade them you're the 'good guys'. Which is harder to sell when you're openly butchering thousands of people.

Yup, in the UK the local butcher started selling flour in clear plastic bags with a hand written sticker on it. I guess they had an existing relationship with flour wholesale to make their pie pastry and just re-bagged it in house.
