You can kinda do it with the Xposed framework and XHaloFloatingWindow ( http://repo.xposed.info/module/com.zst.xposed.halo.floatingw... ). You can snap applications at borders and have a bar between to resize them, kinda

As a small "experiment", I've been trying to use only free software for a while (firmware/driver blobs excluded) on my Nexus 7 (2012). I can say that it's definitively doable, but it really depends on what one need.
