Well, none of the above. Anytime you try to gauge someone by counting, it's not going to work well. You need the best developer at your company, to do the hiring. Filtered by HR for personality and so on.

16 people in the daily, 1 hour every day (because we are 16). That means 16 man hours a day are for the daily. 2 people work full time to have the daily. Crazy.

From my experience, in those type of situations, nobody is actually listening. Also there is no experienced person there to explain the project and... there is so much technical debt that no one can do anything about it.

I agree with it but I also disagree. They are all valuable skills but guess what? If I know how to be persuasive, I know how to present, I even see jobs asking for "self starters", "knows how to manage multiple projects"

Oh, after they complain about everything that is not really important, they spend 2 weeks to create a user/pass for you and months to learn the project because the senior left.
