I think Chris could've just hustled a bit more. Instead of dealing with the official APIs, he could've acquired a few proxies and started scraping twitter via the website or mobile app.

It would only be odd if this arrangement was somehow unusual, but it isn't. The bridge was designed to do this. It would've been unusual for local authorities to not work with the shipbuilder.
