Being disingenuous is not a crime, in fact, it's incredibly common. No one should be compelled to reveal their true intentions, regardless of if they're in good faith or bad. Intentions are subjective, actions are not.

Not on any major providers, at least in Ontario. Bell, Rogers, Cogeco are all definitely metered and limited (for all reasonable price ranges at least, $90+ for unlimited bandwidth is not reasonable compared to prices in other countries).
