But you are still not able to use it if you are based in Germany. I even opened an account at amazon.com but they still wouldn't let me use the service ("Your location is currently not supported" or something).

I think you mirepresent the approach of GiveWell. They currently recommend only 10 charities of 408 (about 2.45%) because they have limited resources. If you could scale the proportion to all US charities you would end up with more than 30.

These are number for 2009. For 2010 ARM P/E should be "only" around 50, for 2011 it might fall below 30. Still expensive but not as extreme.
