Self hosted and centralised are two separate concepts. IRC is very much a centralised service even if you can host your own servers. Matrix would be a better example of a decentralised protocol.

Try rebooting the server. No, I'm not joking. I've had the omnibus package break my Gitlab as well and the bugs survived even full reconfigures and restarts. Rebooting the server fixed it even though it makes no sense.

His old DOS machines certainly weren't servers. Not having a GUI does not make a machine a server and having a GUI does not make a computer not-a-server (especially since we have graphics chips inside CPUs now).
