It seems like there are some cases where Windows accepts a password hash for authentication as a user though. So by having the hash of an administrator, you can escalate privileges. I don't think there are such cases in Linux.

It's under a folder called "scripts/ci". All the script does is upload debug symbols to Sentry so that it can decipher crash traces. When exactly do you think it is run?

A 1700X is quite a bit more powerful than the i5-8250U in the author's Chromebook. Probably around 2–3x the overall speed.
