You may need to look at some sort of hybrid configuration. A daemon to communicate with hardware, but the user experience built within the PWA.

This is why I've found chat-style interfaces like Perplexity more comfortable to use in that they attribute their sources in the UI. It's not necessarily the source used to train the model, but it is the source that was evaluated

I'm still surprised Apple hasn't had a stab at making the PGP process seamless. I always imagined they'd generate keys on the device, sync via iCloud and publish public keys. I was hoping their big song and dance over privacy

You can possibly generate these filters on the server-side and serialize them for the client. I like the idea of only needing to store some pointers and metadata locally; that said I do prefer all my mail is available offline.
