If job interviewing were better, we could move people around until most of us were happy. There is a lot going against you in terms of interviewing and job-hopping perception if you want to move around until you find the right team though.

I don't blame people for not caring. Generally I assume there's a decent reason for it. Caring has a cost, and some peoples' personalities mean they pay a heavier cost, and I don't think a large portion of our population
