Never mind telnetd. Tier 1 transit providers doing port filtering is EXTREMELY alarming. They have partitioned the Internet, and in a way that automatic routing (BGP) can't get around.

Thank you very much for posting this document. From what I'm reading, it also orders Apple and Google to DELETE VPN apps already installed on users' phones! (I think this has been done in the past, in Brazil)
