The way google & now Apple manage to run these on device is pretty neat. Google has a blog post for the same too. The recently updated Mozilla Voice dataset still lacks non-EN languages sadly.

So many companies have R&D offices in India, Intel, Qualcomm, AMD, Samsung etc. If you are asking move the entire company over here, that won't make sense since you need to hire brass for representation. It's the middle layer

There needs to a shift in the way Xcode deploys apps or iOS accepts over WiFi app installs, only then can Xcode as an App rather than a VM help with development on the device you are actually using even if it cannibalises Mac sales.
