The name in English seems a bit gimmicky. "Älv" in the context means "river" and not "elf". I guess someone choose to use this play on words in the translation to pique interest and garner sympathy.

Sort of. It was founded in 1856 as a government agency. In 2001 it was turned into a company with 100% of the shares owned by the government. Additionally, it's not a "rail line". It's the largest train operator in Swede

Ironically, parts of the employee protection in Sweden is based on semi voluntary deals between unions and employers. There is no law for minimum wage, for example.
