I think that's because, before the HoTT extensions, all definable types could be seen as in the Category of Sets. And they didn't get rid of Set and Prop entirely. They just made them default-imported symbols instead of keywords.

Not as far as I know. The primary users & contributors are apple and snowflake. It was only made OSS a few years ago, and there were already a number of comparable alternatives (scalable, consistent OLTP like Cockroach, Yugabyte, Fauna)
