German here living on the US. This matches my observation. I believe this is because of enforcement. It seems extremely rare to be fined for using the phone while driving in the US (LA at least), while it's common in Germany.

I own Philips Pro 6105 headphones. While they are nothing special and aren't expensive (~$30), their shape keeps noise levels from airflow low while biking. I've owned them for about 3 years now and they are still going strong.
