You’re thinking of Apple Cash, which is a Green Dot Bank debit card that used to use Discover and now uses Visa Debit. Apple Pay in general works with all four major networks and nearly any credit or debit card.

Doesn’t Google (Cloud and Ads) discriminate against “privacy” and “virtual” card numbers? I feel like I’ve heard of that being an issue with Apple Card and Privacy.com on here in the past.

I think you can prevent network access for an app over Wi-Fi on iPhones sold in China, but for some reason this feature hasn’t been made available globally. For now the only option is to disable cellular for an app and disconnect from Wi-Fi
