Yes, APNs (Apple Push Notification service) has to be allowed for notifications to come through from messaging apps and the network operator can’t tell whether it’s an allowed messaging app or any other kind of notification.

It's pretty widespread in the US. Looks like a tiny fraction more merchants accept Discover than Amex (according to https://wallethub.com/answers/cc/american-express-vs-discove... ). But acceptance is definite

There’s an iPhone app called Is It Snappy that records in slow motion and makes it pretty easy. I think the camera maxes out at 240 fps so it’s not perfect but it lets you measure true end-to-end latency.
