By "webp", you mean VP9? But yes, it's generally Google forcing their own products, just like what they're doing with YouTube, where you also get VP9 on Chrome and H.264 on Firefox.

Not all of them, at least. There are some restrictions with regard to profiles and levels that are supported (i.e. bells and whistles that the codec can use).

I haven't done or seen any tests, but I suppose if you require VBR and/or HE-AAC support, go for libfdk, otherwise for bitrates ~128k or higher, use the internal AAC encoder.

libfdk historically always was a bit better and supports VBR properly. See also: https://trac.ffmpeg.org/wiki/Encode/AAC
