There are bugs in compilers. Hardware faults. 3rd party library faults and inaccurate documentation. Good luck asserting these assumptions and factoring them in your designs.

For handling function call frames you may consider compiling your Lisp code a bit before interpretation - do an explicit lambda lifting with an explicit closure allocation. This way you'd be free to kill each frame after a call.

FPGA to an ASIC is sort of like a breadboard to a PCB. A direct translation does not make much sense for the latter as well.
