I've seen people manually create a separate unprivileged user on the host for each VM they run, so for them the pattern becomes: 1. VM running on hypervisor as unprivileged host user 2. Container running in VM as unprivileged vm user 3

This. It can be easily done in the GUIs as well (Don't ask how I know). I don't know where GP got the idea that you can't set a client to 0B/s. All the clients I am aware of support setting the seeding rate.

I'm pretty sure I could also manually flip bits in memory to get something that runs on Android but I wouldn't call that practical. So the answer is: No, no practical way exists for people to freely (as in speech) develop android
