Technically, they state you must have the same or better offer. Better isn't the same as cheaper, it can mean more expensive with more features, so an "premium iOS offer with added features" for 30% more could be justified :P

Not surprised, dvorak is optimized for speed in pure text, and programming is not pure text, nor does it need a lot of speed most of the times, and the ()[]{};.$ symbols are the most important, which clashes with what the dvorak layout cons
