How would they decide that some computation was "needless"? If it was the best they could do at the time I'd argue it wasn't needless. If they were intentionally wasting CPU/energy for no reason it would be a differ

No, smoking is usually defined as smoking daily. But there's so few people that smoke less-than-daily that they aren't usually included in these sort of studies so it's harder to say what sort of effect it has.
