I wouldn't be sure sure that a decade old Intel ATOM CPU would compare favorably to a modern ARM CPU. Also, the optiplex would use more power, which might eventually negate the savings from buying a power supply and case for the pi. h

I think the better comparison than SafeBrowsing for uBlock would be Firefox's Enhanced Tracking Protection, which is on by default. This uses data maintained by Disconnect. (Disclaimer: I work for Mozilla)
