I get the impression that devs are happy about RISCV and willing to port things to it, not so much for POWER. Also China seems to be pursuing RISCV heavily.

I'm not sure that's a great take. Swift's support for Linux is reputed to be bad (not sure what the actual case is) and I think that really hinders adoption. It's a nice language that is very expressive. I would use it f
