I think you bring up a good point, if you are planning to create any kind of system greater than 4 acre feet of water, it is imperative to get the permits and do the planning as the consequences of flooding and pond / reservoir failure

I have a home on 10+ acres of forested land in Josephine county about 20 miles north of this farm. The owner is not being hyperbolic about illegal grow operations. Just a quick perusal of google satellite imagery shows quite a few operation
