There's a couple of reasons why I think this doesn't seem quite right: - "Large human effort" doesn't seem like Google's style - a screen scrape for info would be faster for them, and I'd assume that they already have tools built to do that

PHP: if you're not looking to build from scratch, then building off Wordpress, Drupal, or Joomla is a popular way to go. Python: Django or Pyramid are the two frameworks to look at. Ruby: Rails, I guess, although I've never used it.

Honestly? Probably not much in terms of getting new traffic, but people seem to like being able to click 'like' or '+1' If nothing else, I guess they are a vague and inconsistent metric about how popular a piece of content is.

It depends on the work. If I'm guaranteed a large amount of ongoing work (something getting close to full-time hours), then I'll usually bill lower. If it's a once-off project, I'll usually bill either a fixed quote, or a higher hourly rate
