I'd also liken it to child sitting. Once we went through several trial runs with urbansitter folks we found a few we can fully trust and just use text and venmo to handle our on-going sitting needs.

I'd only do this strictly in dev or qa. Remote teams can always spin it back up if they need it on a wider schedule.

Tag it with something like shutdown=non-biz-hours, or can even specify a schedule that a lambda function can pick up each minute or hour and parse to stop/start any instance that falls within that window.

True, but theres a difference between paid in-house training and being able to investigate problems on your own without constantly bothering everyone on the team to do your thinking. The latter is a candidate I try to avoid like the plague.

The majority of noise you hear from a small prop plane flying above is from the engine. Also, the advanced height they're trying to achieve limits the amount of noise relative to what you would hear from a small drone overhead.
