Argentina is mostly white, Christian and doesn't have any part in the internecine blood feuds that roil South Asia or the middle east. Lots of land, and well educated. No history of slavery (well at least not like its neighbor Brazil).

I think bidding in this case means he puts his name down for jobs that are sent to the union hiring hall- and the jobs are allocated on the basis of seniority. Fewer jobs impacts those lower on the seniority list.

Rental/leasing agencies can ignore laws...but the courts don't. And the machinery of law enforcement, from bailiffs to cops to IRS revenue agents, keep both sides somewhat in line.

One thing to keep in mind is that Portugal allows dual citizenship while Spain does not. Greek is much harder to learn than Portuguese. Many folks would spend 5 years, get the EU passport, and then have the option to move in the EU.
