I've seen the robotically controlled Lockheed Martin laser that is meant to be able to take on drone swarms which is very similar to what you are talking about. The question to me is how do you defend civilian targets like universities

Waymo's "on the road" page [0] says that they're also currently testing in Mountain View, CA, Austin, TX and Kirkland, WA. Their early rider program is only in Phoenix AFAIK. [0]: https://waymo.com/onther
