Wouldn't this reveal their margins? If you see the tariff amount, you can then find the appropriate line in the policy and then calculate how much they paid for it at import.

This makes zero sense. Fibre is not going to be economically viable in rural areas at all. If that's the only option, they won't have any internet at all. I also don't think we'll be moving to >10g plans anytime soon.
