In many countries, SMS isn't free (or didn't used to be). That's the reason why Whatsapp was successful in the first place, it was cheaper to use Whatsapp over data than to use SMS for texting.

I meant the MFA variety where you have to reinput the code versus the one where you need to confirm a login via a mobile prompt. The former seems safer, because it requires a lot more activity from the user.
