So first of all IAARHL (and I do a lot of work supporting Fedora) but IANARHTL. That said, I have seen the actual agreement (but many years ago), which predates my arrival at Red Hat by some years, but don't have immediate access to it

"Going viral" probably existed 20 years ago, though perhaps barely. I don't have access to the OED but several web sources say OED's earliest recorded usage was from 2004.

Not exclusively. I am in the US and I believe I consistently put primary stress on the second syllable. Merriam-Webster (an American English oriented dictionary) gives both pronunciations, but lists the first-syllable-stress version first:
