The Apollo dev definitely sounded like he was threatening them. He backtracked when asked about it, but to me there is no other way to parse his comments and not have the meaning be a threat.

I had an alert about 9 months ago that someone might have accessed my hotmail, I went to check the previous logins and did see some from places in SE Asia but from months ago. Mixed in were many logins from an IP address owned by the Micros

It's definitely possible, IrfanView lets you customize the icons for each file or at least at the icon 'pack' level and have all the images open with IrfanView. For instance PNG files can have the IrfanView logo with PNG writ

The only technical way you could accomplish such a ban is to introduce mandatory ID on every website. I'm sure some groups are salivating at the mouth for such legislation.
