We had the same experience here. It was easier to build our own test bench that simulate an AWS stack then to rely on LocalStack

You can do severside rendering with Angular Universal. Also Angular has helped me a lot with bowser compatiblity in the past (IE 9).

FYI F# started as an OCaml implementation to .NET. It quickly evolved as an independent languages as it was easier to do, but a good part of it is straight up OCaml.
