A probably better idea would be giving law enforcement/ emergency services the capability to enforce a no autonomous driving zone. Autonomous cars should either find another route or give up control to the driver while in the zone

One solution to this is to have special vehicles to take emergency workers or doctors from their home to the hospital or where ever they need to be. It's also better than just them driving to the hospital. They don't need to worry
