It is an interesting question. According to AVHerald the tail number for this plane is N772UA: https://www.flightradar24.com/data/aircraft/n772ua ... so it looks like it’s been flying at least for the last week.

To be eligible for the scheme, the proposed bill requires annual revenues of at least[0] $150,000 (amongst other things), so I imagine it would exclude most independent-journalist-running-a-blog situations [0] see section 52G of the draft b

It looks like, in England and Wales at least, there are a few sections that are yet to be repealed: https://www.legislation.gov.uk/aep/Edw1cc1929/25/9 Sections I, IX, XXIX as well as some front- and end-matte
