I often see a Notification that says something like you are now using iCloud Private Relay, but no persistent indication when I’m not. Seems like an icon similar to Wi-Fi, cell or vpn should be to the right of the notch to make it easier

You can cancel a download, but if you've enabled automatic updates macOS might not be aware that you have data limits. And that's terrible. Maybe file a bug or support ticket with Apple. But the rest of your post is puzzling. T
