This solves nothing - person X still has to take into consideration the daily routine of person Y on the other side of the planet. Announcing that you're disregarding time-zones does not have the effect of making time-zones irrelevant.

Sounds like a good idea to me - if users can try it out simply by installing it and either aliasing scp or modifying their scripts very quickly, then I'm sure more would be willing to try it out in a real-world scenario.
