There is research on this. I believe it was Thomas Espenshade, social scientist at Princeton, who had data on test prep access, modeled along with SES, etc. Test prep is worth about 40 points on the SAT. Not trivial, but not a game changer.

This seems to me to be a hefty bill for the traffic received. I run devops on a site with 1.5-2mm unique users a month, bursty traffic, and our monthly bill is just a couple hundred higher than his. We are overprovisioned.

I do not believe the payment was ever attempted. If I remember right, I approved a max spend budget, put in payment details, and then the account was immediately suspended before anything could be charged as the ad campaign never ran.
