I don't know about other countries, but where I drive, not only the front is the top priority but it is your responsibility. If a car hits you from behind, it's their fault for all intents and purposes.

They caught up with the rest of the "internet-enabled" software. If it can be updated, the maximum it needs to be is acceptable, not (mostly) bug-free as in the old days. This gives lee-way to juggle quality with release deadlines

It's not. It's just decoupling. Redundant code exists because different groups of people needed the same thing in different contexts (with probably slightly different requirements), and co-ordinating to keep this stuff centralis
