Gimp is unintuitive for a lot of people including myself. I've tried it for years and just don't like the way it works. Forcing people to do it your way is not always the best way. This is an option, it's not forced on anyone

If you're coming from photoshop then PhotoGIMP is a good patch for gimp. I never understood why GIMP just didn't take this approach to begin with or at least make it a built in option.
