It doesn't matter that it's not cryptographically signed and not using https, etc. If the paper contains details about the history of bitcoin that can then be proved to be true, that is well on the way to validation. i.e., details

It would need to be automatically collated by an AI with access to the Internet Archive that is probably quite a bit more sophisticated than what we currently have. DMOZ is the closest curated thing I can think of.
