The ICC hasn't been given any power by the United States (nor by Russia or China). If US _military_ personnel were brought there, it's obviously going to have a diplomatic/military response. It would be be an act of aggressio

Depends on issue but usually no. Bernie Sanders would not be moderate in Europe, and mainstream Democrats (increasingly) would not be either.

The CIA has a mandate to carry out clandestine operations in foreign nations, which includes arming local militias. Personally I'm pro-regime change, especially in Cold War Latin America, but that doesn't change anything.
