I don't myself but DigitalOcean had there queue system to create VMs built over MySQL. I couldn't find the original video describing their architecture. (It's private now, I guess).

The simplest option is start the service and then tunnel it using Cloudflare Tunnel [0] with your own domain. With this you won't have to expose port to public internet, and fiddle with your firewall and router. Then you can use Cloudf

I use localhost for accessing stuff inside and outside the WSL2 and it works fine for me. I never used the private ip. So, I can't say anything.

The interoperability is good except few applications. File performance is similar to native as long as you store the files in WSL2. Only issue, I have faced is that port forwarding does not work sometimes and have to restart WSL2 for fix wh

If I restart the server, domain mapping doesn't work properly. I have to stop every container and then restart them again to point to correct domains. I hope it has been fixed.

Dokku is good but I prefer CaptainRover (previously CaptainDuckDuck). It solves lots of problem I had with dokku in the past.
