To answer your question, Azure Devops / Azure Repos (at least at the time) was not inside the Azure portal. It was its own website. Bit of a confusing name, eh?

Oh, we had this type of issue ("logging lib breaks everything") with a $MSFT logging library. Imagine having 100 threads each with their own logging buffer of 300MB. Needless to say it annihilated our memory and our server crash
